To make a map, you must first create one that you can upload.
This guide can help with making the map itself:
After you make it and download it, you go to Worldguessr, log in, click the community maps section, and click the button on the top right that says make map. There, you can upload your map.

yeh, several people had that issue here
i send a bug fix report think on disc but idk if it was ever fixed
